pycondor broken in python 3.10

The most recent pycondor release is incompatible with python 3.10.

The package is no longer actively maintained, although they have added a request for a new maintainer and a fix to the issue was put in by @duncanmmacleod a few years ago.

Removing this dependency would be a significant effort, but I'm also not sure if we want to take on maintaining the package (or a fork).
