Using Bilby built-in PSDs is broken

The recent checks (!445 (merged)) for ensuring PSDs are specified for every detector broke the ability to read PSD that ship with Bilby (specifically this line).

I guess we can fix it by just adding a check in the location where we expect to find the Bilby files.
