Updated LDAStools import check
The top-level LDAStools library is provided by python-ldas-tools-al, which is not enough to guarantee the availability of frameCPP, we need to check for that explicitly.
Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 7 Mayl 2024 starting at approximately 9am PDT.
