Use of condor file transfer fixed and made default

Gregory Ashton requested to merge use-file-transfer-by-default into master
  • Changes the file-transfer option to be True by default (closes #96 (closed))
  • Changes the way data_dumps are created to ease the process of file-transfer: the likelihood and priors are created in the generation step and saved.
