Adds --online-pe flag

Shanika Galaudage requested to merge shanika.galaudage/bilby_pipe:add_online_pe_flag into master

Allows for specific settings in job submission files for online runs.

Using --online-pe adds:

  • +Online_CBC_PE_Daily = True
  • requirements = ((TARGET.Online_CBC_PE_Daily =?= True))

to job submission files, this allows jobs to use specific nodes allocated to online PE jobs.
