Grab data locally

Charlie Hoy requested to merge charlie.hoy/bilby_pipe:grab_data_locally into master

Give the user an option to grab data locally. By default the data is grabbed locally but can be changed to grab on the compute nodes by passing the argument --grab-data-locally = False
