Add waveform arg except mode array

This is a downscope of !270 (closed) without the mode_array argument, which I need to figure out how to convert properly from a string into a dict, but I don't have time at the moment. Several people have asked about being able to run with the catch_waveform_errors=True option through bilby_pipe, so I wanted to get this in as soon as possible. I have tested this with GW150914 and it is using the right settings that are passed through the ini for the new parameters I've added.
