Add 128s_tidal_lowspin.prior

Sylvia Biscoveanu requested to merge sylvia.biscoveanu/bilby_pipe:add-lowspin-prior into master

This MR adds a prior file identical to the 128s_tidal.prior, but the spin magnitudes are restricted to a<=0.05. It also adds the corresponding lookup table (generated with generate_distance_lookups.py) and the necessary modifications to utils.py so that the new file is recognized.
