Introduce condor accounting group user argument

Lewis Lakerink requested to merge lewis.lakerink/bilby_pipe:add-condor-accounting-user into master

So that jobs can be run under a system account on CIT/LDG, we need to be able to specify not just the accounting group, but the accounting group user.

This MR adds support for handling the accounting group user argument for the condor scheduler.
