An extended maintenance, on git.ligo.org, chat.ligo.org, containers.ligo.org, and docs.ligo.org, will occur tomorrow morning (17 May 2022) starting at approximately 9am MST. Standardise gps_file and gps_tuple and allow gps_tuple to work with injections

Previously, the behaviour of gps_tuple and gps_file were asymmetric. This standardized the behavior, enabling injections run with gps_tuple to have proper injection times.
