Draft: make PSD be generated from before and after

Colm Talbot requested to merge colm.talbot/bilby_pipe:before-after-psd into master

Many analyses generate PSDs from data before and after the analysis segment. We've discussed this a few times and I was motivated to try it for a project I'm working on.

This is probably not an ideal implementation yet, but I wanted to get a feel for if there was an appetite for this.
