Add BNS ROQ options for online CBC PE

This MR enables bilby_pipe_gracedb to use recently developed BNS ROQ bases for online PE.

• Add ROQ-basis options of low-spin BNS-mass IMRPhenomD basis and BNS-mass IMRPhenomPv2 basis.
• A template file for aligned-spin prior is added for IMRPhenomD.
• It can be specified through --cbc-likelihood-mode option.
• The "phenompv2_bbh_roq" mode gives the same settings as the previous ones.
• The "test" mode can be used for testing bilby_pipe_gracedb outside the CIT cluster.
