Update pesummary requirement for pesummary==0.13.10

The purpose of this MR is to update the pesummary requirement in bilby_pipe since pesummary<=0.13.9 is not compatible with bilby==1.3.0 (see pesummary!722 (merged)). I expect pesummary=0.13.10 to be released at some point today, so I will remove the Draft: suffix once it is available on pypi.
