bilby_pipe/utils.py: decrease nact in the fast-test settings

Soichiro Morisaki requested to merge soichiro/bilby_pipe:low_nact_fast_test into master

Bilby jobs running on MDC triggers start to pile up, which I think is due to the increased default value of nact. This MR gets it back to the previous value. cc: @colm.talbot @gregory.ashton
