FEATURE: add relative binning likelihood

Based on !492 (merged) add support for the relative binning likelihood.

The main improvement here is to have the optimization to find reference parameters in the generation stage and then reuse those parameters in the analysis stage.

Users can also specify just RelativeBinningGravitationalWaveTransient.
