update bns roq options in gracedb.py

Soichiro Morisaki requested to merge soichiro/bilby_pipe:update_gracedb_bns into master
  • Reduce the maximum of \psi to \pi / 2 for BNS bases. It does not introduce any biases when phase marginalization is used because |<d, h>| and <h, h> only depend on \cos 4 \psi and \sin 4 \psi. This seems to improve convergence (See pp plots with this change and without this change.
  • add TaylorF2 and new IMRPhenomD bases, whose high frequency cutoffs are 1024Hz. They are being reviewed in the online-PE review.

@gregory.ashton @colm.talbot Is there any chance that this change can be included in the next release?
