Reduce the maximum of \psi to \pi / 2 for BNS bases. It does not introduce any biases when phase marginalization is used because |<d, h>| and <h, h> only depend on \cos 4 \psi and \sin 4 \psi. This seems to improve convergence (See pp plots with this change and without this change.
add TaylorF2 and new IMRPhenomD bases, whose high frequency cutoffs are 1024Hz. They are being reviewed in the online-PE review.

@gregory.ashton @colm.talbot Is there any chance that this change can be included in the next release?
