BUGFIX: fix bilby_pipe_gracedb with no ROQ

Colm Talbot requested to merge fix-gracedb-test into master

The gracedb test in the scheduled CI has been broken for ages. This should fix that.

@soichiro.morisaki can you check that I didn't break anything here, or suggest a more robust test that we can implement?
