DEV: Use new Bilby RNG

Colm Talbot requested to merge rng-fix into master

This MR uses the new RNG system in the upcoming Bilby release. This will fail the CI until that release is available.

It moves up the Bilby version pin quite a lot, but given that it has an impactful bugfix this is my preference.
