Allow custom GW detectors via plugins

Charlie Hoy requested to merge charlie.hoy/bilby_pipe:det_plugin into master

The purpose of this MR is to allow other packages to specify custom GW detectors, and make them discoverable/useable within bilby_pipe. This is dependent on bilby!1314.
