CI: make sure pycbc is installed for pesummary

Colm Talbot requested to merge fix-pesummary-install into master

The CI is failing due to a missing pesummary dependency (see pesummary!787 (merged) and pesummary!792 (merged)). This MR manually installs pycbc in the needed job and should be reverted when a new release of pesummary is available.
