ENH: add option to specify cosmology

Add the cosmology option to bilby_pipe.

This sets the global cosmology and ensures that the cosmology used in the priors is consistent with, e.g., the conversion functions.

For now, I've added this to a new constants section but I'm happy to change this. I've changed this to global settings.

Note: the current implementation would require a new bilby release that includes: https://github.com/bilby-dev/bilby/pull/868 and, optionally, https://github.com/bilby-dev/bilby/pull/867

Motivation

If we plan to change the cosmology used at any point in the future, we need to ensure the global cosmology in bilby is also set accordingly, otherwise, we risk having a mix of cosmologies.
