Change gracedb to trigger-time
Replaces gracedb flag in ini files with trigger-time
The gracedb flag is deprecated in bilby_pipe, to use --gracedb you can now use the command line program bilby_pipe_gracedb

Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 30 April 2024 starting at approximately 9am PDT.
