Add gwsumm to conda build

This merge request adds the GWSumm package to our LSCSoft Conda reference environments.

GWSumm is the package used to generate the LIGO summary pages, and version 0.1.1 is now available through PyPI and conda-forge. When this package is built in /cvmfs, we will transition to running the summary pages out of that environment, and abandon custom virtual environments on the LDAS clusters.
