Added sphinx documentation
This merge adds some sphinx documentation for the LSCSoft Conda system that should almost completely replace the Conda wiki page, and looks nicer.
The HTML should auto-deploy using gitlab pages to https://docs.ligo.org/lscsoft/conda/.
