Remove python3-lal runtime requirement

This MR partially reverts !91 (merged), so that the python3-lal requirement is not present in the Debian and RHEL packages at runtime; python3-lal is needed at build time to support help2man, but only glue.ligolw requires it at runtime, which is effectively 'optional' at this time.
