Add ligolw_segments from pylal
Adding ligolw_segments from pylal. The only necessary change (I think) was importing git_version from glue instead of pylal.
This change was prompted by failing unit tests in the gitlab container environment; when run on LDG systems, the tests would pass because ligolw_segments was installed system-wide as part of python-pylal. More information is available here:
