Updates to license distribution

Duncan Macleod requested to merge duncanmmacleod/glue:license-distribution into master

This merge fixes some holes in our license distribution; with GPL we are required to include the license in all distributions, so this patches that hole for wheels and rpms, as well as fixing an incorrect statement in the setup.py: according to debian/copyright this package uses GPLv2+, not GPLv3.
