Removestubs

this branch removes dagfile.py (now in gstlal) and offsetvector.py (now in lalburst). it also completes the removal of the segments modules (now a separate package) and removes the "-segments" subpackage from the .rpm and .deb packaging scripts. all of these components have existed outside of glue for at least one complete release cycle, not just of glue but of all calling codes, freeing these modules of the need to remain here any longer.
