Update packaging and drop support for Python 2

This MR updates the binary packaging for glue as follows:

  • remove -common packages, we don't need them
  • separate scripts into new lscsoft-glue-utils package
  • drop support for Python 2, we can't build/test it any more because python2-lal is dead
