gstlal-calibration: Added option --kappas-default-to-median to... 

gstlal-calibration: Added option --kappas-default-to-median to gstlal_compute_strain so that when coherence is bad or we are not locked, the median gets populated with the last good median value, not a default value. This required changes in the calib_state_vector calculation as well.
