Revert "inspiral_lr.py: choose max iDQ value with finer sampling across +/- 1 second window"

This reverts commit abd0961a.

I'm putting my foot down:  No more changes to the ranking statistic without agreement from all parties involved.  All changes must be discussed and approved by the authors/maintainers/developers/etc.  That means this patch needed my agreement before being pushed.
