gstlal-inspiral/python/dags/layers/inspiral.py: update input topics for all uploader jobs

gstlal_inspiral_plot_background: this commit removes the functionality of adding Rankingstat and RankingstatPDF objects for the same template ids. It also prevents loading all dist_stats files in memory at one time. Finally, a bug fix is to identify bin_id from the filename

gstlal_inspiral: remove call to get_state which doesnt exist, go back to original implementation of set_state

* Container OS upgrade from SL7 to RL8
* gcc 4.8.5 --> gcc 9
* `specfile` package builds and installs on EL7 and RL8

Breaking changes:

* `lalapps_inspinj` not included (still part of `lalapps`)
* ???
