gstlal_svd_bank_checkerboard: fix issue with output files, remove even/odd entries from correlation matrices/masks and sigmasq

- gap handling was not required in the string search because the dag script only generates jobs for times with data.  cherenkov search is fast enough to process data continuously across gaps

- an injection program for delta function.

- a program to generating injection lists for the Cherenkov burst search

gstlal_inspiral_pipe: choose a different tag name for the plot background job that create background plots for each template bank bin.

- lalsuite's burca now imposes (or will when the merge request is accepted) exact-match coincidence as defined by .template_id.  this patch provideds backwards compatibility for string search

gstlal_inspiral_workflow and layers/inspiral.py: add new plotting layer that plots the background content for each bin.

add background contents (RATES, BACKGROUND_PDF_SNRCHI2, INJECTION_PDF_SNRCHI2, LR_SNRCHI2, ZERO_LAG_PDF_SNRCHI2) to summary page via image pagination component.

segments.py: fix type annotation return in split_srgments_by_lock, remove unused variable in query_dqsegdb_veto_segments

gstlal_inspiral_plot_rankingstats_horizon: removes the limits on the horizon distances since doing so loses the details of each individual plot.

gstlal_inspiral_pipe and gstlal_inspiral_summary_page: change the glob path back to 'plots' to follow the new-style DAGs workflow (fix me later with the files in the 'plots' directory become numerous).

gstlal_inspiral_workflow and dags/layers/inspiral.py: also update the new-style DAGs workflow to use the new plot horizon distance program.
