gstlal_inspiral_plotsummary: fix thinko that prevented bank chisq from showing up in open box tables

python3 compatibility fixes for remaining areas in code where we try to access values from new view of dict

gstlal_inspiral_pipe and inspiral_pipe.py: change --append-time-reversed-template to --mchirp-threshold, and allows this feature to be controlled by chirp mass threshold.

inspiral_pipe.py: fix the bug that always turn on --append-time-reversed-template: i.e. using time reverse templates for background estimation.

gstlal_inspiral and svd_bank.py: skipping noise templates when doing prepossing and negate the template id of the noise templates so that it doesn't match with any signal templates.

gstlal_inspiral_pipe and inspiral_pipe.py: add an option to gstlal_svd_bank jobs to enable appending time reversed template.

gstlal_svd_bank: add shortcut option to append time reversed template to the output file without manually configuring --bank-type.

gstlal_inspiral, lloidhandler.py, and streamthinca.py: allow choosing different background collector based on the 'bank_type' parameter in the svd bank file.

gstlal_svd_bank, cbc_template_fir.py, and svd_bank.py: Add an option to gstlal_svd_bank to indicate that whether we are creating banks of filters for producing signal candidates or for producing noise candidate. This information is recorded in the svd bank file so that the trigger generator knows the type of the triggers.

lloidparts.py: increase the queue size for each firbank by a factor of bank_fragment.rate so that it can filter time-reversed svd banks.

svd_bank.py: moved the clipping processes to the Bank class and modified gstlal_svd_bank accordingly.

stats/inspiral_extrinsics.py: pass psd file and initial snr ratios through correctly. Previously failed because it was required but not initialized when read from h5
