gstlal_ll_inspiral_pipe: scale up number of aggregator jobs to keep up with real-time, gstlal_ll_inspiral_aggregator: add more specific group_id to not conflict with other aggregator jobs

remove gstlal_ll_inspiral_state from gstlal-ugly as gstlal_ll_inspiral_aggregator can now handle state aggregation as well

gstlal_ll_inspiral_aggregator: use new aggregation classes from datamon to aggregate data, tidy up imports

gstlal_ll_dq: use new aggregation classes from datamon to aggregate data, tidy up imports and add copyright info

- bump min ligo-segments to 1.2.0
- also set gstlal-burst's package metadata to depend on ligo-segments instead of glue-segments

aggregator execs + ll_inspiral_pipe: allow more control with number of routes processed per job, increase number of aggregator jobs in online dag for scalability

consolidate DAG classes from inspiral_pipe.py + dagparts.py (e.g. generic_node) into dagparts.py, move non-specific inspiral functions from inspiral_pipe.py to dagparts.py, changes reflected in several dag generation execs

gstlal-calibration:  Numerous changes to make output cleaned h(t) independent of start time, so that jobs run in parallel will produce smooth output without kinks.
lal_tdwhiten:  Added ability to synchronize data timestamps with filter updates.

- update gsl dependencies for Debian following input from Steffen.

- this version does not yet exist, but will have to exist because we need
  the .template_id attribute of the SnglInspiral object.
- also, the migration of ligolw_segments from pylal to glue borked the
  packaging and the problem went resolved, now the only solution will
  require a re-release of glue.
- so ... we require 1.59.3 even though it doesn't exist

- replace dependency on glue-ligolw-tools with python-ligo-lw now that the
  latter is in production

- teach configure scripts to check the version number of glue and
  ligo-segments, not just that they are installed.  the checks only produce
  warnings at this time.
