Older compilers would warn about implicit function declaration, e.g.:

Newer compilers would error out.

See code comments. Compiler issued warning (or error for
more stringent compiler) about C++ flags for 'C' code.

gstlal-calibration:  New element lal_stdev, to compute standard deviation.  Not sure if it works yet, but it builds

gstlal_compute_strain:  Compute uncertainty in the TDCFs.  It runs, but no guarantee that the output is correct yet.
