gstlal_inspiral_plot_rankingstats_horizon: removes the limits on the horizon distances since doing so loses the details of each individual plot.

gstlal_inspiral_pipe and gstlal_inspiral_summary_page: change the glob path back to 'plots' to follow the new-style DAGs workflow (fix me later with the files in the 'plots' directory become numerous).

gstlal_inspiral_workflow and dags/layers/inspiral.py: also update the new-style DAGs workflow to use the new plot horizon distance program.

gstlal_inspiral_plot_rankingstats_horizon: add subplot title and restrict the horizon distance to the global max and min horizon distance from all files so that it's easier to compare.
