all code (except for two deprecated fake data generators) have been ported
to framecpp_channelmux + framecpp_filesink.  the remaining codes will be
replaced with an improved gstlal_recolor_frames version, and then deleted.

Speed up the element by not creating a GstBuffer for each peakfinding
operation (instead the events are appended to an event buffer for later
use), and only pushing after a certain amount of time.

	Added some functions to break up creating a buffer from a peak.

gstlal_excesspower: Removed trigger funnel. Our reference gstreamer doesn't have it, and it serves little purpose aside from some added synchronicity.

move machinery required to translate multifilesink element messages into
lal.CacheEntry objects from gstlal_inspiral_condition_data application into
