consolidate DAG classes from inspiral_pipe.py + dagparts.py (e.g. generic_node) into dagparts.py, move non-specific inspiral functions from inspiral_pipe.py to dagparts.py, changes reflected in several dag generation execs

gstlal_inspiral, gstlal_inspiral_create_prior_diststats, far.py, inspiral_lr.py, svd_bank.py: add support for per template corrections to the horizon distance used in the likelihood ratio using the sigma values computed during the SVD decomposition

- the coincidence code will now rely on the .template_id attribute to
  determine which template each trigger has come from.  this patch adds an
  assert to confirm that that is safe to do.

- currently nonsense, redundant since addition of sum-of-SNR^2 cut.  the
  latter will be fixed, cleaned up, and made to incorporate this feature

- rewrite streamthinca as a direct interface to the new streaming
coincidence engine in snglcoinc.py instead of being a wrapper around the
offline coincidence engine in thinca.py

gstlal_inspiral: set the horizon distance calculation to 15 Hz instead of 10Hz since 10hz doesn't work for SEOBNR_ROM in the bns mass region

- chnage the function of mass used to sort the templates in the bank when
  selecting the median from mtotal to mchirp^(5/3)

- include gracedb metdata to allow jobs associated with a specific DAG to be isolated

- NOTE:  a matching patch has already been pushed to glue, so all SnglInspiral
  row object types now provide the simulated attribute

- move Handler to its own module
- rename .gen_psd_xmldoc() to .__get_psd_xmldoc() following conventions used in inspiral.Data
- inspiral.py: excise gracedb code from Data object, encapsulate in GracedBWrapper class
- remove now unused write_psd_fileobj() from reference_psd.py
- move Data class to lloidhandler.py
- rename ._gatehandler() .__gatehandler() for consistency
- remove .flush(), unused locking wrapper of .__flush()
- remove .do_gracedb_alerts(), unused locking wrapper of .__do_gracedb_alerts()
- excise eye candy from Data class, move to stand-alone EyeCandy class
- merge what remains of Data and Handler into a single class
- excise segment tracking from result, move to stand-alone SegmentsTracker class
- use Handler's PSDs for GracedB uploads instead of getting new ones
  (addresses a FIXME)

- the template IDs are stored in the Gamma0 column, which is a float.  the ID values must be ints or the ranking statistic barfs.

- change the way the name is constructed
- change the properties that are advertised
- based on my current understanding of how this is supposed to work

class instantiation

- add template_bank.xml.gz and template_ids.txt web services
- allows other processes to find gstlal_inspiral corresponding to a given template, or physical parameters.
