it might be necessary to call this function but doing so now locks up the
pipeline so I'm either doing something wrong or calling this is wrong.
this patch puts the function calls in commented out to remind me to look at
this again sometime.

triggers are copied into application space by signal handler using new C
helper code in pylal.  triggers are accumulated in a glue.ligolw XML
document and written to disk using glue following EOS.
