Update to Debian build from Steffen's patch and bug fix in gstlal_smoothkappas.c for misplaced parentheses

- gratuitous dependnece on old burca code

gstlal-calibration:  fixed time-reversal bug. lal_insertgap now drops zero length buffers if it is filling discontinuities.

lal_insertgap: more informative warning message.

gstlal_compute_strain: kappa calculations: corrected how we gate with coherence uncertainty channels. Also replace zeros with default-kappa in lal_smoothkappas.

- move the legend in the event count vs ranking statistic threshold plot
  (the version with the "sigma" shaded bands) to the lower left corner so
  that it does not obscur detections

gstlal_compute_strain: Increase the settle time for filters based on the chebyshev filter used for kappa calculations (accidentally overwrote this)

gstlal-calibration: Replace tiny numbers in stream with zeros. Also use lal_smoothkappas to smooth complex kappas. Also replace zeros with ones in coherence uncertainty channels.
