bankchisq: these changes implement bankchisq at the filtering and background collection level. There is no impact on the LR at this time.

inspiral.py: fix typo introduced from "ligolw_process.set_process_end_time --> .set_end_time_now()" port

snax: fix issue where file transfer failed on extract jobs due to incorrect output filenames in some edge cases

snax/feature_extractor.py: fix a few edge cases where duration in filename did not match duration of features within hdf5 files

add deprecation notices to pipeline functionality to be replaced, add dagparts.py back in for backwards compability

dags/layers/inspiral.py: group up calc_likelihood jobs more finely, fix issues when file transfer disabled
