passages that were space-indented. It was hurting my head when I
was trying to read the code.

Original detchar times didn't remove enough of the glitch, but removing a full

Fixes a bug that when two triggers are sandwiching a gap, the pipeline regards as a single trigger with duration including the gap.
The commit fixes so that the pipeline will regard this as two separate triggers.
Also the durations of triggers are added by two samples, to be consistent with the previous pipeline.

gstlal_inspiral_lvalert_snrtimeseries_plotter : fix the issue of one sample off and add zero padding as a safty margin

svd_bank.py : add exception handling in case read_banks() is called for an old svd-bank file without psd lw element contained

    before the command line options of gstlal_inspiral to make process id
    consistent with sngl_inspiral_table

cbc_template_fir.py, svd_bank.py : simplify the recent change and put everything into condition_psd()
