This flag in tp_flags does not appear to exist in python 3,
other solutions found with python2/3 compatibility appear
to suggest that this flag is not required anymore.

- single-precision versions were being used for double precision data.  adds cost of two type casts per function call and introduces truncation errors causing random behaviour zero 0.  also newer gcc's emit warnings about this.  this patch fixes.
