gstlal_compute_strain:  Now allows the updating of line frequencies in the general line subtraction code.

calibration_parts.py:  remove_lines_with_witnesses():  remove initial samples to avoid GSL warnings.

gstlal_compute_strain:  Allow calibration lines to be subtracted the same way that power lines are if we want.

gstlal_compute_strain:  Added option to choose the best strain channel by comparing CALIB_STRAIN to CALIB_STRAIN_CLEAN and only write out one channel.

gstlal-calibration:  Use GstValueArray in some elements rather than GValueArray.  Gets rid of build warnings about deprecated GLib functions.

gstlal_compute_strain:  Allow noise subtraction to be gated by channels other than ODC state vector.

gstlal-calibration:  Numerous changes to make output cleaned h(t) independent of start time, so that jobs run in parallel will produce smooth output without kinks.
lal_tdwhiten:  Added ability to synchronize data timestamps with filter updates.

gstlal_compute_strain:  Added a trick to make it possible to high-pass filter the inverse sensing path at a lower sample rate without losing information above the Nyquist rate.

gstlal-calibration:  Many small chenges, including conditional reading in of a config file parameter in gstlal_compute_strain and DCS config file updates.

gstlal-calibration/tests/check_calibration/Makefile:  Fixed easy raw frame maker so that it only makes raw frames to fill in any gaps.

gstlal_compute_strain:  numerous small bug fixes so that the pipeline will run with various combinations of options.  Most notably includes high-latency bug fixes.

lal_transferfunction:  Now has property parallel_mode, which when true produces output independent of start time.  This is useful for offline calibration and noise subtraction.

gstlal-calibration:  use FFTW_ESTIMATE instead of FFTW_MEASURE so that output does not depend on start time.

gstlal-calibration/tests:  Added more filtering options to plot_transfer_function.py so that it can handle whitened channels.
