gstlal_compute_strain:  Corrected mistakes with reading EP10 from frames and casting gps-start-time to an int

 - I realized that finite queues do not need to be the minimum allowable length, so I made them each as long as the maximum needed queue length anywhere in the pipeline, with a few exceptions. This makes it harder to break the code.
 - Put queueing functions into calibration_parts to make individual lines of code in gstlal_compute_strain shorter.
