lloidhandler.py: Make the horizon history 1 day instead of 1 week for uploads.  This reduces file size to 5 MB which is highly desirable but also doesn't detract from e.g., making plots.

- temporarily clip the horizon distance history to just the last week when
  uploading to gracedb.  this will be reverted when a more efficient
  encoding scheme can be found

modified gstlal_inspiral_lvalert_uberplotter: background plotting is in good shape, issue remains of compatibility with gracedb client

Revamping LVAlert plotting. Copied gstlal_inspiral_lvalert_background_plotter to use as a framework for the uberplotter.

gstlal_ll_inspiral_pipe: reduce number of aggregator jobs, rewrite portion that divvies up which jobs aggregators process

inspiral.py, lloidhandler.py: only provide sub-threshold snr time series if the detector is on at coalescence (Jolien's review request)

Has unintended consequence with online FAR estimation. We need to figure out why. For now it is being reverted.
