gstlal_ll_dq: use _CONDOR_SCRATCH_DIR for temp dir
The tmppath in gstlal_ll_dq was set to /dev/shm by 7f7f9283. But this isn't right, we should use _CONDOR_SCRATCH_DIR instead.
