gstlal_inspiral: pass f-final into eye candy as a kafka tag

  • bank splitter: add f-final to svd manifest file
  • gstlal inspiral: read f-final from the svd bank and pass into the LLOIDTracker()
  • lloidhandler.py: pass f-final into EyeCandy() and add it to the list of Kafka tags
