Heartbeats

Heartbeats are intended to check that the kafka connection is alright. Inspiral jobs send a heartbeat to the event uploader every 10 minutes. The event uploader sends a 0 or 1 message depending on whether it received any heartbeats in the past 15 minutes or not, which we can view on grafana.
